I'm not sure if you're asking if this is a scam, a scheme, or a shame - but it looks like it might be all three. You should contact the BBB local to this company ASAP to find out if they have a report and see if they can tell you if the company is properly licensed as a travel agent:

They say you shouldn't judge a book by it's cover, but I'd say the P.O. Box address, and chop-shop website with no contact info but a dedicated section for refund requests bespeaks of an organization with questionable intentions. I hope I'm wrong for your sake!
